Indeed, it is the case that the LibreSSL version in Alpine 3.13 does not support TLSv1.3. The choice is to either wait for Alpine to update to LibreSSL 3.2.2+, build our own LibreSSL (maybe?), or switch to OpenSSL.

I am still determining how to proceed.

Will likely move back to openssl because it is taking far too long to get into libressl.
